Starry Blenny Agression

So my Blenny seems to have beaten up my goby to the point that he's gone in permanent hiding. I hadn't noticed it till it seems like it might of been too late. Now he seems to be trying to "intimidate" my Hoevan's wrasse. He doesn't attack, but puffs up and sort of follows him around the tank. Wrasse doesn't seem super annoyed but at least a little annoyed.

Is this normal? Has anyone else experienced this with a starry?

it seems like just an agressive fish. until you get another fish that will put it in its place it will continue to bully. but how big is your tank? and how much lr do you have?

65 G and about... 50-60 pounds. I understood when we went after hte goby because both can technically "perch" but the wrasse confused me.
