every wire that goes down or horizontal should have drip loops to break the waters surface tension.

Agree with Joe here. Salt creep and drips of water are two completely different things when it comes to drip loop. No matter how "clean" you keep things, without a drip loop water can follow an electrical cord all the way to an outlet and be a cause for major problems. Dry salt will not. If you don't know what a drip loop is have a read here.

The amount of water that saltcreep can wick out of the tank is astonishing. Some type of drip loop and GFCI outlets are a given for reef tanks.

GFCI is a must. In spite of the fact that floods are far more common, quite a few fires have been started due an outlet being subject to the corrosion caused by moisture from an aquarium.

Is the cord clip in the picture shown in your link a necessity? I have drip loops but not the clips.
