Sebae tentacles

When I bought my sebae anemone almost six months ago, it was a super unhealthy bleached thing. I have been able to nurse it into a nice tanish-brown color between lighting and feeding. My clowns have been hosting for a few weeks (which makes me uber happy!) and have been using it for protection from my coral beauty. BUT only the tentacles around the outer inch of the nem are long. As you go to the center, they get shorter until they look like the unhealthy nubs that they were when she was bleached. What can I do to influence them to be longer? Knowing that she is still not fully healthy is bothersome as well as my clowns aren't fully covered and can still get nipped from the side is unpleasant. I have 96 watts of T5 10000k and 96 watts of blue actinic bulbs on top of a 24 inch tall aquarium. Is she getting enough light being all the way at the bottom of the tank? My RBTA is fine, but he's about six inches from the top. She has been in this spot for about five months now and has no desire to move even when changing the aquascape and the water flow. Do I just need to keep feeding her frequent meaty foods or just have patience and she will change in her own time? OR, is this just how some sebaes end up? Thank you for any help!!!
