I'm debating whether to go mh or t5ho. If I go mh will I need a chiller? It would be 2 150's or 2 250's. Can t5ho really grow anything?

You haven't provided enough information.  Most tanks do not require a chiller but the ambient room temp, relative humidity, sump size, canopy, glass/acrylic, all are variables that need to be listed as well as what water temperature you plan on targeting.
