Zoas not fully opening

I bought a 3x5 rock of orange zoas on saturday and not all of them are opening. I run a 48 watt t5 fixture with 480 gallons per hour of water flow from my 2 small powerheads in my 20 gallon high tank. I know patience is the name of the game but is there anything i should do for these to open quicker? I've got other zoas in this tank and they opened just fine...any advice or suggestions would be great. thanks

about 75-80% or the heads are opened but I'm concerned about the other 20-25% that I may lose them :(
