I'm no expert on lighting but a light should no make a noise, did you purchase the setup new?
The fans in my biocube hood also made that "noise" so I emailed oceanic via their website and told them the problem. They sent me two new fans and after replacing them I noticed a huge difference.
My 14G BioCube did this. It's actually a common problem with the fans. Contact Oceanic, they are aware of the issue.
In the mean time, you can spray vegetable or mineral oil into the fan area, or take apart the hood and get to the fan and put the oil on the propeller to the fan. We've done both and it solves the noise issue for 3-4 months.
