I went to this pet store, and I saw a blue tang, it was swimming , and then it was sideways laying on the ground. Does it have a disease? Is it swimbladder disease

Blue hippos get stressed easily. They don't acclimate well either. It could have a parasite, but it's probably stressed/still acclimating to it's new environment.

smaller blue hippos have a harder time the an adult as far as shipping and acclimation go, i would suggest getting a larger blue hippo if possible

Just my advice, if a fish isn't swimming right; has blemishes on it's body and doesn't eat don't buy it. Only an experienced person with correct set up has half a chance of saving an ailing fish.
