I want to agree with you but.. at my lfs, they have them in a 240g cube reef tank with wrasses dragonets,etc. They said they were dragon face pipefish. Are these different?
It can be done in an established system with a large supply of copepods. I have two blue streak pipefish in my 180 reef, but as a general rule, it's not a good idea to keep them in a reef.

Drill your tank, you'll regret it if you don't, trust me. Less headache down the road.
One pair only. You can mix one orange with one black as long as they're both Ocellaris and they could mate. But two pairs would probably cause a lot of aggression.
