I have a question.

There is brown spots that are forming on the bottom of my tank and i was wondering what it is. i can post a picture if that will help out.

It sounds like a diatom bloom. Is this a new tank?

Yes it is, it has been running for about 2.5 weeks and i just added live rock last week

Yep. Diatoms most likely.

It's just something that happens in new tanks, It's a normal part of the cycle and will go away on its own

Okay thank you, can i put a fish in or should i wait till it goes away?

Only put a fish in after your tank is completely cycled. That means ammonia and nitrite are zero.

Buy a basic test kit.

i have one, i have been testing every two days and i seems to be coming down.

Ghost feed the tank. Like you were already feeding a small fish. Keep testing ammonia and nitrite.

+1, this will introduce an ammonia source to your tank, if your ammonia still remains 0 after a week or so of doing this, then your bacteria is successfully converting your ammonia, then you will be ready for fish, remember only 1 at a time though.
