Protein Skimmer Not Working?

I have a protein skimmer that seems to stop working at times, mostly after I clean it. This may be a week or more. Should it always be collecting junk in the collection cup or are down times normal? The skimmer is in the sump of a wet-dry in a 125 gallon. It is powered by a Rio 1700. There is a screw on the skimmer you can turn, but no matter which way I turn, the bubbles remain where they are in the tube.

depends on your water level if it is working in most cases, but in general no it should not always be collecting into the cup. it will only collect when the waste boils over, but it is always working

My skimmer does the same thing at times it gets more stuff than other times it is normal and it is still working fine don't worry about it.[
