What type of bacteria/alge outbreak is this and how do i get rid of it?

The only way to get rid of the algal bloom is to use biological means. For example if you can introduce some molluscs like some of the Otocinclus species in the water then they rapidly multiply and will clear the bloom within a short periods with no secondary pollution.

There are certain mycoplasma group of fungi which has holozoic mode of nutrition also can help.
