do you need sand in your tank, or a light in order to have a clean up crew? I only have fish and no sand yet, but thanks to flower I will have soon.;)

ok so for sake of the post, would I have been alright to just put the sand in my tank as soon as I got it and been fine? I've looked and am still looking for answers to this question and it seems like a huge gray area.

Live sand in bucket for 3 days,from cycled tank but not cleaned for 6 years.can I put it in or should I clean it and rinse with salt water?
