I would double check your nitrates, I had a similar problem about 2 months ago, nitrates spiked a bit, ended up doing 10% water changes for 4-5 days in a row.

Sounds like maybe hair algae and cyano which are common in new systems from what I have read, still have some hair algae in my nano but the cyano cleared up after a few days.good luck.

I would do a little research on the mandarin as they are tough to keep especially in a new system.Maybe a dwarf angel of some type for that other fish, good luck.
