What exactly do you do to cure the rock, I'm not to familiar with live rock?

Right now I have a 55 gallon fish only tank. I am considering starting up a smaller reef/fish tank (@25-30 gallons) what exactly do I need to run a nice tank? Is the protein skimmer a necessity?
