    My understanding is they have an extended pelagic stage where they require a constant supply of microscopic protozoans as food. How are you going to move them to the rearing tank?

    If your current sand bed if healthy and live (full of critters) it's worth it to keep the top 1/2" of sand. You need to keep it warm and healthy though with waterflow.

    SuperGlue Gel (cyanoacrylate) and Marine Epoxy. For the rock I'd suggest the epoxy. It won't stick perfectly but it's enough to hold rocks together.

    Hi, see if the store will accept the fish you have left. Do a 100% water change. Start over with another pair of clownfish (same species, smaller the better) Be happy with just the pair of clownfish, never add more fish. That really is all your 16 gallon can handle.

    The opposite direction can also work. A Barnacle Blenny or some Neon Gobies are small enough that they are not a threat and can easily hide in tiny holes in the rock if needed.
