i am not getting any foam in my collection throat going to the collection cup, any ideas what is causing this?? the chamber is bubbling real well like it should, but the foam is not going up the throat of the collection cup

changed old bulbs with new bulbs, and the fixture is extremely warm, is this normal or ok? oh fixture is 2x96w corallife aqualight, and changed to 96w sunpaq PC bulbs....
