I have never ran a system that slow so I am not sure where the min point is. I have always slowed movement down thru the fuge section with baffles coming in and going out.

Just leave them both open. The overflow takes in only what you put into your main tank. The only time you will have problems is if you return more than the 1200gph. If your return puts 100 gallons in one hour into your main tank, then your overflow will let 100 gallons in 1 hour go out. And so...
