You'll always have a film on top of the water. Surface skim it to remove, use a cup during a water change, etc. Just a build up of what's in the water, along with oils in the food, etc.

You do not need to have the RO/DI up running the time. It is important to keep the membrane moist and not allow it to dry out, you can do this by having the outlet tube higher than the RO itself.

I use the waste and wash clothes with it. Others do the same and many also water their indoor plants and even plumb it outside to water their garden. Those that have no use whatever just direct it to the drain.
