I am running bioballs without the cartridge filter. Shouldn't the level be lower than 2 inches below the Max level so that the bioballs are "dry"??

I am having trouble adjusting the water level in the sump of my 29 G Biocube. The level stays too high and I'm not sure how to adjust it. I would like to keep the level within the range set on the tank.
