Squidd, in looking at your diagram, the sump and refugium are on the same level and water is sent to both with the return in one of them? Will it matter which?

Not an expert at this, but wouldn't capping it and having it act like a spray bar increase the flow rate (i.e. condense the stream and therefore it goes faster)?

The tank came with about 100lbs of previously live rock (I will call it base rock for now) and I plan to add 30-50lbs of live rock to get the tank seeded. Should end up with 130-150lbs overall.
