I see some torch corals have short tentacles and others have very long ones. Do short ones eventually grow into longer ones??

Are all green polyp leather corals fluorescent? I'm just curious to know, because I see some websites refer to them as "neon/fluorescent" polyp...and others just refer to them as green polyp. Thanks!
