when is a sump necessary....as of right now i have a 45g which will be fish only...do i need a sump?

is there any order to add the water sand and rock to the tank...anything specific i should do?

I just purchased a 45G for a very nice price.....but im stuck. Id just like to get a few opinions on what you would do with the tank. I love lionfish....but someone told me they get to be about 12 inches....way too big for the tank. Any and all suggestions will help.
