Does anyone know what this might be on the tang? Any help will be apreciated.

I am setting a sump that it's a 20 gallon tank (24"L x 16"H x 12"W). I was wondering about how to figure what is the maximum flowrate that I can run on this size tank. Well if there is a way to figure that out, that is. Thanks for any help that can be provided.
