there is a thin white layer building up at the surface of the water. i think it's the fat from the shrimp meat which i feed to the fishes. how do i get rid of it? is it harmful?

added this slender little fella into my aquarium just 2 days ago everything is good except that its not eating anything not fish food not shrimp meat does this fish have any special diet? x()
