as long as you have at least 55w pc IMO soft corals will do well. Add another 55 and you can keep some LPS along with the careful monitoring and addition of trace elements.

just a plain old blue bulb? no...unless it is a 1000w;)
Anemones are a very soft subject around here as you already may know. A small actinic would not be enough for them unless it is an actinic 03. IMO i would not get an anemone without MH lights. Sorry to rain on your parade but its senseless to kill an anemone due to bad lighting.
as for the cycle thing....wait until the tank is established and going well. You need to get a feel for your nano and a set schedule for water maintenance. In a tank that small the slightest thing can upset the balance and that will piss off the anemone.

I wouldn't get my hopes up for the anenome if I was you. Not in a ten gallon, it's hard to get any kind of good lighting for coral in any kind of nano.

you could do a 50 watt MH pendant over it. That would work well.
Alot of money for a little tank...but if you just cant live with out the wonderful cnidarian.:p

I'm running a coralife 15 watt NO in my 10 gallon nano, and I'm lucky if the 'shrooms will grow. I tried once and they looked like crap until I put them under my pc's in another tank.

Anemones are tough in "perfect" conditions. I think your chances of success in this setup would be zero. Save up some cash, check out ---- & put together a 2X32 PC setup for your 10 gal & you could start a pretty nice reef. NO's will work on a fish only.
Good Luck!
