14 days into cycle

I'm in the 14th day of my tank, and about mid week i had a diatom outbreak from the tap water i used. I'm now using ro water as topoff, and will replace the water during weekly water changes. My 2 big questions are my amonia is around .4, is this the amonia spike? and 2 my nitrite went up some, and then back to zero?some = .25, is this normal???

Then it does not sound like your ammonia has spiked yet...You should see your nitrites peak (quickly) as your ammonia drops to zero. The bacteria that consume ammonia as a food source will convert the ammonias into nitrites. Also....what did you use to introduce ammonia to your system?
