140 gal tank help

I have this friend whom lives in Mauritius, and island on the Indian Ocean east of South Africa. They have a 140 gal tank and would like to begin a saltwater aquarium. In this area they live no sale of salt water fish, sand or live rock is permitted. They would be going to the ocean and getting this stuff. I don't know if that is allowed there or not but this will be their concern.
I need to know how many pounds or inches of live sand and live rock would be best for this 140 gal tank?
When all they cycling is done, which if they are getting it right from the ocean there would be very little if any at all cycling to be done????? How many fish can one keep in this size of tank?
Any recommedations as to what type of fish would be best in this type of tank?
They are able to get filters, skimmer etc for tanks just no sale of saltwater fish, sand or rock.

I have a 150gal tank with 250lbs of live rock and about 3 1/2 inches of live sand. If they get the rock they should check for hitch hikers. Sounds like fun. As for fish my tank is a reef tank so its got alot of coral however we have the folowing.
Let me give my disclamer!!!! Im not looking to get into an argument about if my fish are compatiable or not. They all get along. I know you shouldnt have two kinds of clowns, more than one grama or wrase but in our enviorement it works. Why because we feed good have plenty of space and hiding places and we got the right fish. Yes the right fish we have had to place and remove other fish as they didnt get along with our tank.
Ok so here is the list
Two Ghost Gobbies (I am trying to trap to remove they swim with the sand its a mess.)
Two Blace Saddle Clowns
Two False Percula Clowns (Should not mix the clowns but I did)
Three Royal Gramas (Should not have more than one but I do they shole)
One SixLine Wrase
One Large Scotts Wrase
One Med Fary wrase. (Wrasses will fight woth wrasses I put the six line and the fary at the same time after about 4 weeks I put the large scotts and its fine)
Three Green Chromies (Had 6 but three are gone)
One Yellow Tang
One Blue Tang.
