Is a 36W PC Coralife lighting good enough for a 15g long?

Go with T-5 lighting. It is much better and you have some more coral options. PC lighting is crappy and you will better coral colour. Plus, you can keep soft and LPS corals with T-5 without any problems.

Correct me if I am wrong, the length is 24". That means a T-5 Fixture with 4 bulbs would be about 96 watts.

Yup, you got it. Plus a decent 2 or 4 bulb fixture isn't that much, and if you get it used, well you'd be set lol.
