1- My tank is getting close with the cycle...I just noticed some light green algae, is that ok?
2- When I do water changes every week (when I have fish) is it ok if I change 30-50% on my 10 gallon? Would that help with my water quality or harm it?

I wouldn't change that much water. I would change about 25% every 2 weeks.
And algae is your friend when cycling an aquarium, so the light green is fine. You should start to notice it on the glass first.

When I had may 10 i did one 5g bucket (but only to lik the 3.5g line LOL) like once every 2-3 weeks
