definatly not. the only corals or anemones you could keep under lighting that low would have to be NON-photosynthetic. you could consider a tube anemone (hunter-killer type but beautiful), decorative sponges, like ball or tree sponges. chili coral, sun coral, gorgonian for corals, but all of these being non photosynthetic need food, and require special care, they are usually not considered begginer corals, if you do your research on the stuff I listed you can take a look and see if your ready to take on those types of things.
but my primary reccomendation would be to look into far better lighting. especially if you want anemones or clams or other high light corals, I would suggest metal halides.
