That is awesome that you have a sump. I'm running one w/o a sump or a skimmer. I don't think that you will need the UV though. I have a 96w pc bulb, but if i were you I would go with T5's. If I could go back in time I would probably have bought a 4x65w T5 instead of my pc.

20g long (nice size do you have it or is it what you get?)
10g sump (cool good to have a sump will it be a fuge or just room for more
l/s and l.r?)
coal life 125skimmer (ok skimmer and good for this size tank)
18w coral life uv steralizer (imo ok if you have it but not a must use the $ on the lights)
40#ls and 40# lr (good lbs on the l/s only about 1in to 2in and if you have more use it in ths sump. as for the l/r may need more)
xenias and hammers some frogspawn and toadstools (all will do ok in this setup)
lights (t5 will be the best way to go but all most eny light will work p/c's/vho's/m/h just look into the $ of t5 the best bang for the $)
does system sound good? (yes but heaters? get 2-ones for a 10gal will work
and p/h you will need some of them imo go with 2 #2 or !#3 and !#2 Hydor Koralia Circulation Pump.do you have a test kit?what about a Refractometer you will need to test your tanks specific gravity.
but yes looks good.
