Would a single Sebae clown be fine in a 20L reef with a few other small fish like a goby, firefish and a shrimp?

Lighting:
What would make efficient lighting for a 20L reef with coral and an anenome? And can I get lighting w/lid in the same purchase?
Would t5 be too much lighting for a 20L? VHO? High watt PC?
