28gallon fowlr maybe reef stocking

So I have a90 gallon I reLize I'm not going to get to for a while so I'm going to change my 28 bowfrodnt to a fowler maybe a reef tank........stocking thought were 2false perc clowns 3 green blue crhomi 1 lemonpeel and 1 wAtchman goby?....to much? Plus a cuc.....equip will be a 55-60 gallon rated hob filter and 30 lbs lr and aprox 1 inch sand..... Is this An ok setup?...and for reef I wAs only going to maybe do a bubble tip to startafter like 8 months

not sure...meant to put this thread in the new hobbyist section but i really didnt want corals at all but now they are starting to grow on me...i have a 90 galon i plan on setting up but i cant wait that long so im changing my sons gold fish tank to a reef tank...i havent done much research and so now i only have just a lil fresh water light for now while its still a fowlr...any suggestions for a cheap lighting set up?
