29 BioCube Skimmer

I recently purchased the Oceanic 29 Gal. Biocube Skimmer. After my first one would not work at all I returned it and got a new one. The 2nd one produced some bubbles, but did not reach the cup. Now it is not producing bubbles at all. I have tried adjusting the flow in every way and checked all my air line connections. Any advice? Could it have anything to do with water levels? Thanks
