The two fish you want to add aren't very small. The Yellow Watchman grows to about three inches and the angels you listed grow to about four inches. In my opinion, you could easily have four if they were more on the smaller side. For my 29g, I plan on having a Black Clown Goby (up to 1.5 inches), a Firefish (up to 3 inches), and two clowns. That'll exceed the "one inch of fish per five gallons" rule slightly, but not nearly as much as if you had the fish you want in there. :)
If I were you, I'd add just the Yellow Watchman. :D

Daniel- In my opinion, yes. Just make sure the one you buy is either significantly bigger or smaller than the one you already have, if possible. This way, the "fight for dominance" might not be so stressful. :)
knots- All I've seen around here is one inch for every five. Some people may go by other guidelines, but that one seems to be the most popular around here. :)

With regular water changes, you shouldn't have much of a problem adding a cherub angel, provided the damsels are removed.
I have a 29g with four fish (2 clowns, Royal Gramma, Yellow Clown Goby), I change 10% of the water every two weeks, skim aggressively, don't have a 'fuge on the tank, and have never had a nitrate or phosphate problem on this tank.

Use the search function to look up "refugium." You'll get lots of info. Basically it is like a sump under that tank where people grow macro algae which help reduce nitrate levels.
As for your fish selection, I would suggest starting your own thread. Larger tanks are much different from these smaller one's, so you'll get a different audience. Your tank will need to mature a long time for most starfish, and that will require some additional research. Some may not be suitable for your tank...especially if you want a trigger and wrasse. Triggers are natural predators of seastars, as are larger species of wrasses. Furthermore, some of those will not be compatible with your smaller fish. The butterflies and powder blue tang are some of the most delicate fish in the hobby and should not go in young tanks...also you will need a QT tank to keep them to treat for disease. Dottybacks are pretty but can be very mean fish as well. So I think it is worth getting some more opinions in a separate thread.
