I run a kent nautilus skimmer and no filter on my 29 gal. I think that if you have a DSB and lots of live rock then you don't need a filter. I have a percula, bi-color blenny, royal gramma, and a firefish. My water quality is excellent and I've never lost a fish.

On my 29g I have no skimmer. I just have a couple PHs with a plenum system, and a sand bed of about five inches. Also have tons of rock.
That all being said, I would go with the skimmer if you can afford it. My 29g hasn't had much trouble, but the only thing in it is a SFE (growing a bit before putting him in the 55g eel tank and bumping that eel to a 75), and they're hardy so I don't really worry much about water conditions.

here is a pic of the tank with all the rocks in it...Next to the live rock, base rock, the peppermint shrimp and the snails. There is a heater (a Marineland 150 Watt Submersible Heater). There are two powerheads : a peguin 550 (145gph) and the other is a aquaclear 101 (80 gph). Also the hood that will be included on the tank is the standard hood I received when I bought my tank. and that is what i am buying it with.
