OK! so im trying to make the area for copeopod growth. i recently set up a 20g fuge that gravity drains into my 10g nano.

The picture is a little off, because instead of the 10g draining into the DT, it drains to the sump.
In the fuge i have 50 lbs of rubble (it was dry when i got it from BRS ). slow turn over, about 180gph (the overflows can only do 200gph so i was limited with flow.) i plan to add a power head to the fuge as well. for macros, im thinking ill get a few mangroves and then cheato in between them. i was also thinking of some green fern macros as well. for lighting i just have a CFL 2700K lamp in a reflector. eventuly ill buy some life pods to seed it with.
How do i keep them growing? the whole point of this is so when i get a ORA mandarin, i can keep a stead supply of copeopods to supplement the frozen / prepared foods it will be on. also im looking for some nutrient export as well via the macro algae, but thats second in importance.

Plenty of hiding places away from predation. Macroalgae can serve as hidin places. Mangroves don't do much in the way of nutrient export. They are very slow growers and over time get really big. It takes a minimum of one year for a mangrove to start using any decent amount of nitrate in the water column.
To have Copepods, you need a food source. Small bits of zooplankton and phytoplankton feed them. Provide your tank with ample copepod food and you will grow them like crazy.
