5gal. quarantine set up?

I bought a 5gal. quarantine tank and started to set it up but am wondering what the proper way would be? and at the same time can it be set up to double as a mini-tank/quarantine combo?
It is a basic 5gal. tank and I have a Supreme hang-on filter with a built in skimmer.

I don't think you could put anthing bigger than a 2 inch fish in there. I assume you plan to use it as a hospital tank too. The point of both the Q-tank and the H-tank is to reduce stress. I think a 5 gal would increase stress. Not only is it cramped, but the addition of a single fish would overload the bio-capacity of your filters, disrupting the chemistry, and potentially killing what ever you were trying to quarinteen/hospitalize. A 10 gal is the min, it's only $10 at a LFS, 15 or 20 gal would be better, but I went with the 10 gal for space considerations.
