I have been converting a fowlr tank to reef overthepastfew months. It is 75 gal with hang on back filter. About 60 lbs live rock, 3 inch sand bed. There is one power head 750 gph korilina. Lighting is koralife 48" 4 hop t5 with the 4 led night nights that swivel. Some ?s what's the beltway to improve my filtration with out drilling? Can I harvest macro algea in a hang on the back refug. Or is ita waste of money? What are a few great corals to star fragging?

Hi, Welcome to the site.
HOB refugiums work just fine. You could easily add a canister filter and improve filtration, you can get a CPR overflow, return pump and small tank to add a sump system or wet/dry.
The top of the tank should look like it is boiling (lots of surface movement) Another power head wouldn't hurt. A canister filter with a spray bar if you go that route.
You can keep any kind of coral you want...it all depends on the lighting you select, from non-photosynthetic to SPS that requires tons of light. I HATE Coralife brand anything, so good luck with that.
Most folks frag coral when they get too large for the tank...unless you want to sell them. I can't imagine purchasing coral in hopes of fragging it like some happy hacker...LOL
The easiest coral to frag IMO would be the toad stool leather.

i have HOB fuge for the same and the only pain is the lighting...im cheap didnt buy a "fuge" light just a clamp light with CF 6500k...if any advise is absorbed let it be the sump idea bit more to start but much better in the long haul

You'd be happy with a sump. With a sump the only equipment in the tank are the powerheads and overflow. Plus you can build the refugium with into it.
Another piece of equipment you might want to add is a protein skimmer. Just make sure you get a good one, I have the Reef Octopus skimmer and really like it. It's a very good skimmer and relatively inexpensive.
