Will a standard PFO 400watt MH ballast run the kind of bulbs needed for a reef tank such as the 10,000k Ushios , ect.?

You really have to check with the manufacturers of the ballast. Some ballast will take a lot of different bulbs and some are specifically for one particular bulb.
