??? about nanocube and stocking it

I've been debating over weather I'd like to get a 12g or a 24g. If a 12g will be too limited, then I think I'd rather hold off on getting a tank for a while (December always seems to be an expensive month
) and get a 24g when I feel more comfortable spending my money.
How many fish would I be able to have those tanks? I would like to have a clown and at least 1 or 2 other species. Also, I really like gobies and would like one of them. Would a goby and a clown be too much for a 12g? Since they just hang around the bottom do I need to worry about them having enough free space to swim, or just be concerned with their addition to the bioload?
Also, I can't seem to find anything that says the JBJ cubes come with heaters. Do they come with one? I'll definitely need one.

In the process of setting up a 12 gal Nanocube DX. Didn't come with a heater, but a 50w is only $20 - $25, so its not too bad.
As far as fish, my plan is two small clowns. I wouldn't go with more than 2 fish in a 12, although I know some fish don't necessarily 'count' as their bioload is fairly low.
