about to give up....hlle

I have had my blue angel in QT for over a month and I seem to be fighting anything and everything.
First it was scratching which was cured with prazipro
then it is lymphpmus (sp) which has gotten worse, but seemed to stabalize.
then his lateral line is showing
and now today his head has a bump on it which appears that the HLLE is getting worse
so I started soaking his food (spiralina, formula 1 and 2 flakes)
in zeacon, vita chem and zoe
every morning I feed him some nori
I just tested the water
ammonia 0ppm
nitrate 20ppm
I do weekly 10g water changes
the tank is a 40g with about 30 or more lbs of LR.
what am I doing wrong here!!!!!!!!???????????

If he is clear of parasites then put him into the DT. Lymph and HLLE are not things that you want to keep him in the QT for. The fish will do better in the display. Be absolutely CERTAIN that he does not have parasites though.
