To the best of my knowledge its ok. Mandarans usually only dislike each other. Same with gobies.How big is your tank?? That could play a role in it too.

I am thinking that your tank cannot handle a dragonette. They need a VERY WELL established tank 55 gal. and up with LOTS of LR and a agazillion pods to eat!
