Adding fish / order

I've got a 40gal stretch hex tank that is currently cycling (nitrites are starting to rise
)
I've decided what I want to stock the tank with but would like to double-check with you guys/gals to make sure I'm not making any mistakes. Also, what order should I add them in? Here's what I want:
3-4 cleaner shrimp
bubble-tip anemone
1 (maybe 2) ocellaris clowns
green mandarin dragonet
Sixline wrasse
coral beauty dwarf angel
That is actually the order I thought I should add them in....
I have about 4" of Carib-Sea oolitic sand for a substrate with 45 lbs of Fiji live rock.

Oh well, I don't mind a little controversy:D
I bought an Aqualight Power Compact with 1 65W 10000K and 1 65W actinic with 2 moonlites, 130W total. I have read that you need at least 3W per gallon for an anemone, so 130W should be about right. I'm not set on a bubble anemone, I just thought the clowns would like it best. If there are easier to keep anemones that would host clownfish, I would look into buying it.....any ideas or is it best to just completely stay away from anemones?

Hmmm, I think 130 over a 40 is not quite enough for an anemone. I would stay away from an anemone as well like devilboy has mentioned. You can try some low light corals and if you are lucky, your clowns will love the coral as well. I wouldn't put a mandarin in that size either. A mandarin needs lots and lots and lots of LR to eventually find pods to eat. They are very picky eaters IMO unless you can find a mandarin that already accepts freezon foods. Maybe someone who has a mandarin can give you some advice.

Every fish store that I go into has a bunch of anemones in their tanks and they seem to be doing fine....there are 2 LFS in town and both of them have anemones that they have been keeping for a long time.....so I guess I'm a little confused as to why lots of people say that anemones shouldn't be kept....this is in no way an attempt to be argumentative, I'm an admitted beginner so I welcome all advise....I guess I don't understand the reasoning behind not keeping anemones when I see tons of them at the LFS. Is there any anemones that work with lower light levels?
