Adding fish

right now I have 2 damsels while my tank cycles the bigger of the two is really aggressive toward the smaller one, infact he bit part of its tail off. When I get some new fish such as Clarki Clownfish do I need to take the little one out with the big one? Is it best to add the two clownfish at the same time or seperatley? would all these fish fit in a 37 gal. tank together:
2 Clarki Clownfish
Bangaii Cardinalfish
Clown Goby
Scooter Blennie
2 Neon Gobies
are serpeant stars good to have in a tank and how many hermit crabs/snails should I get and what kind?

i would say thats a little much i would go wit the two clowns the bangaii and the clown goby thats it
