There are so many variables that a yes/ no answer is impossible for me. A lot depends on how much of your bio-filter is established in the substrate. How much LR? how big is the tank? Other filtration that holds aerobic bacteria? If you can siphon out the CC, it will also remove the crud in it---that could be good or bad. A funnel and piece of vinyl tubing can make putting the new substrate much tidier....etc, etc. We could use a lot more info, but if you have adequate bio-filtration without the CC; it can be done safely and fairly easily.
