I have a 75 gallon reef tank that right now has about an 1.5 inch SB of Crushed coral, I was wondering if it would have any downside efect to my tank if I bought some NEW SAND and poured it on the top of my "LIVE" crushed coral?

I wouldn't if you really want sand get rid of the cc all together the affect would not be the same as a dsb.
Go the the post in reef tanks called "plenum or no plenum that is the quesion".
I Copied an article of Dr. shimik's (sp)
On a dsb and how it should be muddy sand.

a bed of CC is not a sand bed, and does not have near the same effect. LS holds bacteria better and if deep enough, will reduce nitrates. CC is really just there and really does little more than hide waste and produce nitrates.
there are different schools of thought on this, but that is my .02
IMHO, it would not be worth it to change substrates unless you were to go with a DSB, concidering the stress it will put on your livestock. I recommend doing a search for "DSB" and reading up on the subject. there have been many, many, many posts on this topic.
