agressive tank questions

I have decided to change my original idea of a sea horse tank into a more aggressive-styled one. I intend on keeping the following species in my 40 gallon tank.
FISH
chain-link eel
fuzzy dwarf lion fish (Is it possible to keep two together if I introduce at the same time?)
Clarkii Clownfish
Saddle Valentini Puffer
INVERTABRATES
bulb anemone
some species of crab(does anybody have any ideas?)
feather dusters
Longspine Urchin
Is this set-up okay?

p.s. Can I keep any shrimp in this tank?(particulary harlequin shrimp)
What type of filtration works best in this type of system?

IMO, the tank is too small for your choice of fish. The Chainlink will outgrow it, the Fuzzy would be cramped, the Valentini would nip/pick at the Fuzzy and the Clownfish would most likely get eaten.
Invert-wise...pretty much anything would be eaten by either the Chainlink (since they're primarily invert eaters) or by the Valentini.
