only eel you can get is a dwarf moray. You can get a dwarf lion, Purple pseudo. You are limited on the fish you can get with that small of a tank. Im sure others with chime in with other fish you can get, thats all that is coming to mind that is a agressive.

I might not put a dwarf lion with the eel, thats a VERY high bioload for 29 gallons. How about some damsels?

the eel will be ok i had one in a 30 gallon tank it was about 2 feet but we got rid of it but i would do is a
dwarf lion
snowflake eel
and an assortment of damsels and that would probably all you can have

I would just do the dwarf lion (fuzzy dwarf), falco hawk, and 3 stripe damsel. That would be an appropriate bioload. Any kind of eel will be pushing it.

Dwarf zebras a little more aggressive, if you ask me.

This is what I'd do also. Or... remove the damsel and add your 2 clown fish. I wouldn't add a maroon clown b/c they themselves can get large(around 6").
