Knowing the brand and type of return pump would be helpful.
Check for any leaks in your connections from your pump to your tank, all fittings and hose/pipe connections.
Also - if possible - turn off your pump and turn it around, with your hand, keeping it underwater. Turn it so that the pump intakes/slots are higher than they normally operate. Turn the pump upside down underwater. It's possible to get entrapped air pockets in the pump housing itself, and can cause what you are seeing at the spray bar outlet in your tank. Especially if the sump water level was allowed to drop, and the pump started sucking air. See if you can release any bubbles from within the pump, then place it back into service. Doesn't take much air to create these microbubbles.
Other than that - have you made any changes to your sump set up lately ? Protein skimmer or add anything else ???
